Statewide rules that apply here
Heating and air conditioning contractors in Arizona must hold a contractor license from the Registrar of Contractors unless an exemption applies (A.R.S. 32-1151). Check the license and its classification on ROC's contractor search before you hire. (source: Arizona State Legislature)
A person without a contractor license may do a job under $1,000 in total (labor, materials and everything else) only if the work is casual or minor (A.R.S. 32-1121(A)(14)). The exemption does not apply when the work needs a local building permit (A.R.S. 32-1121(A)(14)(a)), when the job is part of a larger operation or split into smaller contracts (A.R.S. 32-1121(A)(14)(b)), or when the person uses any advertising to the public that does not include the words "not a licensed contractor" (A.R.S. 32-1121(A)(14)(c)). The under $1,000 exemption never covers work that connects to natural gas, propane or other petroleum or gaseous fuel, including installing, maintaining or repairing appliances, or fire safety work such as hardwired or interconnected smoke alarms and fire sprinklers (A.R.S. 32-1121(D)). So an unlicensed handyman may not swap a gas water heater or gas furnace, even for under $1,000. An owner doing their own work under the owner exemption is a separate rule.
